England to test new rule: one-minute goalkeeper exclusion for time-wasting

English football competitions will trial a new rule targeting goalkeepers who deliberately waste time. If a referee halts play to attend to a goalkeeper, that team will play a man down for one minute. The rule is designed to deter simulation and deliberate time-wasting by goalkeepers.
