UN: over 16,000 civilians seized by Russia still held, 95% of POWs tortured

The UN reports that more than 16,000 civilians detained by Russia since its invasion of Ukraine are still being held. Over 95% of Ukrainian prisoners of war and 85% of civilian detainees have been tortured or ill-treated, often repeatedly, according to the UN.
