US congressman proposes 'Data Center Bill of Rights' to limit AI infrastructure sprawl

Democratic Congressman Ro Khanna, whose Silicon Valley district covers major tech hubs, has introduced H. Res. 1471, a "Data Center Bill of Rights". It would ban data centres within 2,500 feet of homes, schools, childcare facilities, hospitals and nursing homes. The resolution also grants communities a local veto over proposed data centres, requires mandatory public impact reports on electricity, health, noise and rents, and allows clawbacks on public subsidies.
