California bill to cap concert ticket resale prices fails in legislature

California's AB 1720, the so-called Fans First Act, which aimed to cap concert ticket resale prices at no more than 10 percent above face value, has failed to pass in the state legislature. The bill was intended to protect fans from ticket scalpers and inflated resale markets.
